Should the El Dorado County Board of Supervisors re-zone the approximately 100 acres of the former executive golf course in El Dorado Hills from its current land use designation as “open space recreation” to a designation that allows residential housing and commercial development on the property?

RESOLUTION NO. 2015-12 OF THE EL DORADO HILLS COMMUNITY SERVICES DISTRICT BOARD OF DIRECTORS REQUESTING A CONSOLIDATED DISTRICT ELECTION FOR AN ADVISORY VOTE ON THE BALLOT FOR NOVEMBER 3, 2015

WHEREAS, the El Dorado Hills Community Services District is an affected agency in regards to matters of land use, zoning and development and possesses the legal authority to place a measure on the ballot for the electorate of El Dorado Hills; and

WHEREAS, in November 2013 – February 2014, the Community Economic Development Advisory Committee for El Dorado Hills (CEDAC-EDH) had conducted a community survey and summarized a strong sentiment of area residents to retain the open space and rural character in general of El Dorado Hills; and

WHEREAS, in April 2014, the El Dorado Hills CSD had conducted a community survey and learned that residents overwhelmingly favored keeping the former executive golf course as open space and were willing to be assessed or support a bond for public financing of the acquisition of the golf course; and

WHEREAS, the El Dorado Hills CSD Board of Directors in response to a strong community sentiment to take necessary steps to retain the open space of the former executive golf course in El Dorado Hills and prevents its rezoning to allow for development beyond its current zoning of open space recreation; immediately upon the adoption of this resolution, would hereby request a consolidated district election for an advisory vote on this matter to El Dorado County Elections for November 3, 2015.

WHEREAS, upon adoption of this resolution, the El Dorado Hills CSD would agree to provide to El Dorado County compensation to cover the District’s portion of election expenses for this ballot measure and comply with all El Dorado County Elections requirements pertaining to such.

THEREFORE, the El Dorado Hills CSD requests a consolidated district election for an advisory vote on the ballot for November 3, 2015.
